Phase I Environmental Site Assessments A Phase I ESA is an investigation to uncover any adverse environmental impacts before a property transaction occurs. A Phase I ESA is based on a review of federal, state and local governmental and agency records, historical records, site reconnaissance, and interviews with affected parties, etc. This process is conducted in accordance with the American Society of Testing and Materials (ASTM) E 1527- Standard Practice for Environmental Site Assessments. A Phase I ESA: · Establishes recognized adverse environmental conditions with regards to hazardous substances and petroleum products. · Provides innocent land owner defense and under Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) · Provides an indication of existing or past release or material threat of a release of any hazardous substance or petroleum products into structures, ground, ground water, or surface water of a site. Phase II Environmental Site Assessments A Phase II ESA is a further investigation of negative impacts found during a Phase I ESA investigation. It establishes the extent of any contamination or adverse conditions based on an in depth investigation and makes recommendations with respect to remediation. The process is conducted in accordance with ASTM E 1903 Standard Practice for Environmental Site Assessments. A Phase II ESA may involve, but is not necessarily limited to the following:
Environmental Transaction Screens An Environmental Transaction Screen (ETS) is a cost effective alternative to initially performing a Phase I ESA when certain criteria are met. This screening process is used, as opposed to a Phase I ESA, when information suggests that few adverse environmental conditions will be identified. The Transaction Screen process is conducted before property acquisition in accordance with ASTM E 1528 Standard Practice for Environmental Site Assessments. A Transaction Screen: Establishes Environmental Due Diligence and innocent land owner defense under CERCLA Requires a site visit Requires a review of government records and historical sources Uses a questionnaire to obtain information from the owner and/or operator of the property
At the conclusion of any Environmental Assessment Service, the client is provided with a comprehensive technical report with photographic documentation, site specific maps, conclusions and recommendations.
